I suspect the reason orca preferences doesn't open is because orca's
preferences dialog will only work when orca is focused on something.
The desktop, an application, etc. If it's in limbo it doesn't work.
I'm not exactly sure why.

with out an insert key though. I have to use the orca -s method
because for some reason global prefference window will not open
when I use fluxbox on arch, and that is my production system these
days.
