I'm gessing you're asking because you want to switch or synchronize your
orca preferences over several devices, ou just change to external keyboard?

You can edit the user preference file if you feel comfortable
".local/share/orca/user-settings.conf"
It is the option "orcaModifierKeys", and you can change it to "Caps_Lock",
or "Insert". You can do it with sed but that's a little tricky in some
cases.

I offer a small solution, it's a python script that will read your
current orca configuration, and switch between insert and caps_lock
modifier keys.
you can bind it to your desktop manager shortcuts for easy access.
