On Ubuntu speechd-up is generally what is used instead of espeakup

Speakup is built into kernel, all you have to do is use espeakup for connect with espeak,
or buy TTsynth, Voxin (vViavoice for Linux).
Of course you can use external synthesizers.
Try installing espeakup
