Speakup is built into kernel, all you have to do is use espeakup for connect with espeak,
or buy TTsynth, Voxin (vViavoice for Linux).
Of course you can use external synthesizers.
Try installing espeakup

I am running ubunto 15.04.  as of ubunto 14.04 I could apt-get install speakup.  When I tried to install speakup on 15.04, apt-get can’t find speakup.  Am I doingsomething wrong?
