Hi Joanie.
I suspect that the problem was not completely fixed.
To reproduce try the following steps:

1. Launch gedit.
2. Make sure that the punctuation level is set to all.
3. type ' and "
4. Press home and press down arrow.

In my environment orca reads quote quotes.
