I know this one. It's not missing, it's just been shoveled off into
it's own package, called speech-dispatcher-utils. Install that one to
get spd-say. No idea why they did that.

This is good news, imo, except that it's missing, and has been
missing for some time from Fedora builds.
Which leads to the question of where/how it's being removed.
I dearly want it back! It's far too useful for configuration,
