I figured it was probably LibreOffice rather than Orca/at-spi because I
think the same thing is happening on Windows 7 with NVDA.  So I guess
it's in whatever a11y mechanism Java is using now.

series of podcasts on Hacker Public Radio about calc.

One thing I noticed is a strange effect when opening a new spreadsheet...

When a new sheet is opened, sometimes things are totally silent until
you first enter something into a cell, whereupon Orca bursts into life.
  So what i normally do with a new sheet is to enter nonsense into the
first cell, arrow around to confirm Orca is now speaking and then delete
the nonsense from the first cell again.

I am not sure this happens if you go via the stage of picking from calc,
writer etc.
