Pulseaudio probably is the conflict. Using MATE, it is possible to
remove the pulseaudio package without breaking the entire system, as
MATE has gstreamer packages that don't depend on Pulseaudio. You will
need to install mate-settings-daemon-gstreamer and mate-media-gstreamer,
which will remove the packages that depend on Pulseaudio. You can then
remove the pulseaudio package without breaking MATE, but you will need
to also be sure you don't have any other packages installed such as
media players and such that depend on it, or you will still need to keep
it on the system. Once you have removed Pulseaudio, you will need to
reconfigure speech-dispatcher to use libao by changing the
AudioOutputMethod in ~/.config/speech-dispatcher/speechd.conf to libao,
as it is configured for pulse by default. Once this is done, most of the
conflicts should be resolved. Note that Speakup and speech-dispatcher
still may not talk at the same time, but you should no longer lose
speech because they can't.
