Svox Pico is quite popular if you can put it on w/o it crashing on you from time to time.  It can be added 
through speech dispatcher.  Espeak is actually quite nice though.  You can configure it so that it uses the 
mbrola voice by default if you absolutely must have a human sounding voice.  Be aware that that kind of voice 
may not perform as nicely at higher rates of speed.  Espeak may not be the most pleasant-sounding voice out 
there but it is quite reliable.

Yes, voxin is installed from the command line, but in my opinion, the installation is very easy.
