Yes, the alsa code in speech-dispatcher is broken and
really not need for that code.
I am using speech-dispatcher with libao which works well with alsa.

But:
1.  /etc/libao.conf
should have the line
default_driver=alsa
and not
default_driver=pulse

2. If pulseaudio is installed you must remove pulse-alsa.conf which routes alsa output through pulseaudio.

Libao works stable here since it has been introduced a few years ago.

refactoring of speech-dispatchers audio will _i_am_sure_ not improve
much but will make things unstable for years.

There are many issues which should be worked on like
Howto handle
simultane output of speech in EG.: brltty and orca.
Currently there is not an easy setup for that.

Frequently refactoring working code is in my opinion not the best way to go!
Just my two cents.
