The goodbye is from orca being run by the gdm3 user.  The Welcome to Orca is from your own user running it.  
The gdm3 user's instance is no longer required once you yourself have logged in.

Odd thing is that when I log in on GDM3, Orca says 'Goodbye' followed by 'Welcome to Orca' again.  Never seen 
that before.
