[orca-list] what is caret navigation

I have been using screenreaders since before Windows.
I have noticed the option in the accessibility settings in Internet Explorer 
called "Use caret navigation".
I have never checked it and always wondered what it is.
What is it?
And if it is helpful, why is it not the default setting?
