It's not incorrect (not at all).
ctrl+super+s launch Orca once you've started the desktop environment
ctrl+s launch Orca if you haven't logged in, i.e. you're on the loggin
screen (lightdm)

You should simply be able to boot the cd, usb drive, whatever. When
you hear a drumb, something like a bongo, sounds like to me, press
control+s. That should start orca with espeak. In case you don't hear
the sound, sometimes you don't, just wait a reasonable amount of time,
a minute or two usually works, and press control+s to launch orca
