Hey Attila.
FWIW, this was done on purpose. Browse mode in my mind is a
content-reading mode, and whitespace that is present strictly for visual
layout in non-editable content seems like noise to me. Focus mode, which
is automatically enabled for composing messages and which can also be
toggled on for reading messages as you pointed out, causes those layout
spaces to be read.

Hi List,
Before I opening a new bug with Orca in Bugzilla, I have got a question:
If I reading a letter in Thunderbird with containing blank lines, when
Thunderbird presents the letter I think Orca have in browse mode. This
situation Orca simple skyp blank lines presenting both speech and
braille. This is right? Affected both speech and braille support.
If I this situation use CTRL+A and CTRL+C keystrokes, when I paste the
text for example in Gedit, blank lines not skypped from the letter. If I
in Thunderbird press Orca modifier+a keystroke after I opened the
letter, Orca switch to focus mode, and blank lines not skypped when I
using arrow keys to read the message content or when I scroll the
message my braille display.
Testcase:
1. Write a new message with containing following example text:
"Hi,
This is a test message.
I hope blank lines will be presents when reading this letter.
Your name"
Send this message your e-mail address.
2. Open the sent message, and read the message with arrow keys.
Expected result both speech and braille I think:
Orca not good to skyp blank lines when presents the message content.
Actual result:
Orca simple skyp blank lines when presents message content.
When you looked this testcase, repeat the message presenting related
steps with following modification:
1. Open the test message.
2. Press Orca modifier+a keystroke.
3. Read the message with arrow keys or your braille display.
This situation Orca producing the expected result.
I experienced this issue with following Orca branch versions:
master, gnome-3-14
I using Thunderbird 31.1.2 version.
