Have you given ubuntu mate a try? It's got the interface you want,
with alt+f1 menu, bottom panel, multiple desktops, etc. The latest one
based on ubuntu 14.04 lts even includes the latest orca by default,
and will get all newer versions when they come out.

You have mentioned Ubuntu Mate. This is a variant of the standard Ubuntu?

What's the point of using Trisquel if you're going to use non-free
packages? There's no technical or mechanical process blocking you, but
Trisquel is all about 'running free'. If you want to do otherwise, just
run Ubuntu (Mate, if you like the old-style interface).
