It's very unlikely that the hardware is going to matter with orca. If
the machine has a sound card that linux supports, then it's not so much
about the hardware as it is getting the right operating system and
version of orca working together.
As it happens, the Math department at the University of Wisconsin has
about a million of those Optiplex 710s. We run debian wheezy on them
which runs fine. I can guarantee that debian linux has a driver for the
sound card. That is no surprise, of course. It's been my experience that
the version of orca that is in debian wheezy doesn't work very well. My
own workstation is still squeeze.

That's the closest I can come, but there were no issues with the sound, graphics or ethernet controlers.
Raid levels don't depend on Vinux, Ubuntu etc, but on what you are trying to do; i.e. reduce the risk of
downtime from a failed disk or improve performance. If the latter then it makes a difference what kind of
work you mostly will be doing with the machine and if it's varied where you most would like to see
performance improvement. How many disks you have of what kind and or how much you are prepared to spend
purchasing drives is also an important factor to consider, and of course how mulch date you currently have
and whether or not this is likely to greatly increase.
I'd say for many, probably most cases logical volume management is an important part of the mix.
This is not an accessability issue, much less an Orca one however, so I'd suggest you take this somewhere
else. The Vinux list does deal with this type of issue if you do not find all you need in manuals, howtos and
forum posts, especially if there's an accessability angle that you are having trouble with. The latter is
really unlikely however as this stuff is generally all done with standard commandline programs which are
generally best used in a bash shell with speakup.
You may also wish to try the Vinux irc channel or one of the Ubuntu channels. #vinux is on irc.blufudge.net,
and there are Ubuntu channels on Freenode, irc.freenode.net...
