I've been working closely with MATE devs to fix some accessibility
issues with the desktop and file manager, along with some other things.
If you can get MATE 1.8, you can get the latest fixes by cloning caja,
mate-session-manager and mate-control-center and building them from
source. For now, these are the only components that need to be rebuilt.
They override the existing packages on your system without breaking
anything, as they install to /usr/local by default. Note that you will
need mate-common and yelp-tools in order to build the fixed components.
Then go into each clone and run

./autogen.sh && make && sudo make install

Once you have all this, you just need to run

gsettings set org.mate.interface accessibility true

and start MATE using the display manager or other method of your choice.
You can start Orca the first time by running it from the alt-f2 run
window. You can then set it to start automatically using the
accessibility tab in preferred applications. The checkbox you need to
tick should be called "visual run at start." Just in case it doesn't
speak the whole thing, it's the first checkbox you find after you press
the tab key once the accessibility tab of preferred applications is
