[orca-list] FYI: Web-based list subscription disabled for our list

Hey guys.

For some crazy reason, spammers are trying to subscribe random people to
this list via a GET request. These random people don't get subscribed
because they don't confirm the subscription. But they are getting
flooded with confirmation requests and are understandably unhappy.

I just had a chat with GNOME's system administrator about this problem
and arrived at the following solution: We disabled web-based list
subscription for our list. You can still subscribe to the Orca list via
email, and instructions on how to do this are provided on the page that
used to contain the subscription form. I hope this does not
inconvenience anyone, and believe it will stop inconveniencing a lot of
people. <fingers crossed>
