[orca-list] changing rate still behaves strangely

Hi,
while changing speech rate with keyboard shortcuts, it still behaves
strangely.
Try this:
1. Open gedit with any text
2. lower or rise the rate
3. read with arrows - the rate is not changed
4. start continuous reading - rate is changed now.

All this changing of rates behaves inconsistently throughout usage of Orca.
I am using Orca from master.
