Hello Isaac,

Yes, it most certainly does. I believe most versions of Ubuntu come
with a tool called File-Roller which is a graphical front end to
various archive tools such as zip, unzip, rar, unrar, tar, etc. You
can extract them in the GUI or from the terminal using  the various
command line extraction tools such as unzip.
