You must be using an earlier version of Orca. It's F1 for Yelp/Manual,
F2 for the list of global Orca shortcuts, F3 for the list of
app-specific Orca shortcuts.

If this is not working for you, please file a bug and attach a full
debug.out. Right now, I really need to focus on the Gecko rewrite.

By the way, f1 does work but f2 and f3 did not work as the help screen
