Hi Doug,

Flash is a programming language pretty much like any other although it
is widely used for web applications rather than for stand alone
applications. Although, it can be used for developing stand alone apps
for PC as well. So in order to answer your question one needs to buy
the proper software from Adobe, and they can develop apps and so forth
in Flash.
