I think there is a bit of confusion about what focus mode on a radio
button group will actually do. If switching to focus mode on a set of
radio buttons causes one of them to be checked, even if none are checked
by default, or if arrow navigation through the group of radio buttons
causes one of them to be checked *without* pressing the space bar to
check it, then Orca *must* stay in browse mode if the tab key lands on a
radio button. Otherwise, if we can be assured that focus mode navigation
of a group of radio buttons never selects anything unless the space bar
is pressed, or unless the form already has one of the radio buttons
selected by default, then it is better to switch to focus mode whenever
a group of radio buttons has focus, as long as Orca is configured for
automatic focus mode switching. If nothing ever gets selected unless it
is already selected by default, or it is selected specifically by the
user, I can't see any reason why radio buttons should behave any
differently from other focusable widgets.
