I agree with Storm, it is a pain to be revewing a form and have the form 
change simply because you encounter a radial button.
Common examples of this are most us banking and credit card sites when 
selecting the type of payment.
It should only change when you want it to.
Imagine getting the incorrect amount of money taken out of your checking 
account simply because you read a button and did not realize it was going 
to be selected.
