I would add to the discussion here by encouraging anyone who has any
issues with MATE accessibility to report them on their issue trackers on
Github

and find the issue tracker under the repository for the component that
is causing the problem. You can also comment on the existing issues.
Stefano Karapetsas, the lead MATE developer, recently made a commitment
to accessibility, specifically mentioning improving Orca support during
his presentation at Fosdem 2014.

Orca is mentioned near the end of the presentation. Other developers I
have spoken with in the #mate IRC channel on Freenode have also made
similar commitments, and have made some major improvements within the
past month. They could use coding help from anyone who has GTK
experience, especially as it relates to accessibility, but issue reports
are also quite helpful. If you need help figuring out what parts of MATE
may be causing an issue you are having, feel free to ask in the channel.
The people there are friendly and willing to help.

Just a side note: the person who packages MATE for Arch is the very same
person who moved my qt-at-spi and java-atk-wrapper AUR packages into the
community repository, so that they are now officially supported in Arch
Linux.
