[orca-list] problems when composing a message in TB

Hi all.

Orca is reading blank lines incorrectly when using up/down arrow to 
navigate in the message.

This happening when composing a message.
To reproduce try the following:



1. Press ctrl+n to create a new message

2. Create some lines with some content and place blank lines between 
each line.

3. Navigate in the text using up/down arrow.

Note that instead announce that the line contains blank, orca reads the 
previous/next line that has some content.

This is with orca 3.11.
