Talkback and the TTS engine are supposed to be part of Core Android now.
I know that the ICS TTS engine has a BSD-style license in the apk, and
I'm guessing that the Jelly Bean TTS would also use a free software
licence, probably either BSD-style or Apache 2.0. Either way, I don't
believe the TTS is proprietary, and may possibly be in one of the git
repositories on the website Josh linked.
