I am working with
www.vinuxproject.org on a version of current Arch Linux.
This line has to be in file /etc/modules
sudo nano /etc/modules
Then make sure this line is in there:
speakup_soft start=1

I can imagine some reasons to the problem related to speakup.
1. Do you have some kind of sound in your machine?
You can try to login in your machine and then press the down arrow key. You should hear some beep, unless the volume is muted.
2. Are the modules related to speakup loaded?
You can try boot from your install media and check if you have a file called /etc/modules-load.d/speakup.conf. The file must be present in the partition where your system is installed.
The content of the file must be:
speakup
speakup_soft
3. Do you know if espeakup.service is enabled?
You can try start it manually using the following command:
sudo systemctl start espeakup.service
4. Do you have a file called asound.state in /var/lib/alsa?
This is what I can imagine for while.
No ideas about brltty.

I'm sorry, I didn't make my point as precisely as I should have. I
have installed from the talkig Arch ISO image, but the system, that I
have installed, doesn't speak. I have made sure, that espeakup and
brltty are installed, I even tried to compile BRLTTY 4.2 from the
talking Arch live system, but there are errors, that I couldn't fix

So the problem is somewhere inside the istalled system. As far as I
can see all necessary packages are present and all necessary things are
