Why would someone use it over Skype? What does it do, exactly? Is it a
conferencing tool, or something?

Ventrilo is not a side of Mumble;
There's a GNU/Linux Ventrilo client called mangler. The server and client
side of Mumble are free software While Mangler might be free, the server
side of Ventrilo is not.
