Oh, I do not defend Red Hat in any way. They have ignored accessibility
in many ways, including regarding Fedora installation, for many years. It's a pity, indeed.
A working Fedora install, fortunately, can be very accessible, so I,
personally, have not had a reason to switch. Generally speaking, I find
Fedora a good mix of reliable, yet near cutting edge, technology.
So, to comment a bit further on my last post:
1.) Kick Start -- This is an ASCII script file. Provide all the
answers the Fedora installer needs, and an installation can proceed and
succeed without human intervention.
2.) The yum distro-upgrade argument is very similar to upgrade long
available in Debian and its derivatives. I'm glad it's finally a
reliable option in Fedora, because its very easy as well as very
accessible. But, as you note, you need a working installation to upgrade
from to do it this way.
3.) For the scenario you describe the good news is that text based
installs are again available. There are significant caveats, e.g. no
disk partitioning from the text streens, no package selection. One has
to accept the Fedora defaults. Still, much of this is eminently
reconfigurable once the system is installed and running.
I will be testing this with Speakup fairly soon. I will report
on my findings.
4.) Installs from the Live Media are a reasonable target of further
investigation. People on the Orca list have reported success from live
images on previous Fedora releases. I simply have no experience with
this personally.
5.) The remote access installs that were once possible are no longer
an option. They killed telnet based installs. The ssh option currently
supported only helps one monitor an installation. It doesn't support
controlling it. The only remote option, heavily pushed in the Fedora
installation documentation, is the very inaccessible VNC.

don't know what a kick start file is and I am not currently running any
version of Fedora. I wanted to try it out on a virtual machine. Debian and
Ubuntu have spoiled me completely. I want to be able to pop a CD in the
drive, hit a key or a key combination, hear e-speak begin to yammer at me
and then just be able to carry on with the installation much as a sighted
person would if handed the CD to try out. Pity that's not possible.

Well, that depends on your parameters, including comfort level with advanced
skills.
If you can write (or correctly edit) a kick start file, the answer is "yes,
it can."
If you have a working Fedora 18, the answer is "yes, it can. Use 'yum
distro-upgrade.'" This is the path I took last week.
People on the Orca list have previously reported success using the Live
Fedora image. I have no direct success with that myself, unfortunately.
I can tell you that work is in progress to revive text-based installations.
I will report on this when I have more definite answers.

It appears speech in Fedora 19's GDM login is broken. If you restart
speech-dispatcher, speech appears, but you must first kill the pid
launched by GDM.
I expect to file a bug with Redhat on this later today.
