Well, being an English speaker myself I can't really say which is
easier to get up and running with foreign languages as I've never had
to worry about that issue before. What I can say is that when
installing Ubuntu and Sonar it will ask you what you want to be the
default language and I would assume if you select Portuguese as the
default language and select a Portuguese keyboard the system would be
setup for your language at that point.

As far as Ubuntu 12.04 goes it comes with Unity, but it comes with
Unity and Unity 2D. Unity 2D is fully accessible, and if you select
Unity 2D as your default desktop you should have no problems with Orca
and accessibility. You can also install Gnome Shell or Gnome Session
Fallback v3.4.2 and have a reasonibly accessible Gnome desktop
environment as well. So Ubuntu 12.04 is really the version to go with
if you are blind. Otherwise Sonar 12.10 is a better choice if you want
more up to date packages and apps with accessibility.

Yes, I will downgrade. ubuntu 12.04  has Unity interface as well. Are
you sugesting that I change the interface after installing? I really
dind't know it would be possible after instalation.
My doubt is: regarding that I need a system with messages in portuguese,
what is eazier: to install Sonar and apply translations or install the
standard Ubuntu and make the other adjustments?
A friend is also testing Archlinux, so I am considering also to test
this distribution. According to him, the accessibility is very well.
