[orca-list] odd speech problem.

Greetings list
I have encountered  a possible bug with orca that is annoying me to no 
end. When I uncheck the speech box, and attempt a relaunch, orca still 
speaks. Alternately, when I used the turn screen reader on/off toggle 
key combo it still speaks using that. Is this a part of the design to 
prevent confusion should the user have fogotten to load braille? Once 
speech is turned off at the logon prompt, however, it behaves properly.
Can someone please provide some assistance?
Thank you for your help in this endeavour, as this is driving me nuts!
