I recently built the Debian Speech-Dispatcher 0.8 package (not yet released
but available in Git). Spd-say was certainly still there and it's still in the
source repository of Speech-Dispatcher.
So I suspect a fedora packaging issue. They might have renamed it - can you
get a list of files in the package and check just in case? If not, I'd raise a
packaging bug.
