You could probably use any of the popular distros' live disks; consider
Trisquel, Vinux, Ubuntu, Fedora, ...
Vinux and Trisquel will have speech, automatically, at startup. In
Trisquel's case, boot the live cd, wait about 90 seconds, and Orca will
start talking; you'll be on a GNOME 3.4.2 classic session.
