Hello,
The easiest way to enable screen reader on GDM login screen is to press 
ctrl+alt+tab once, then press right arrow key once, then press down 
arrow key four times and then press the enter key.
This is with gnome 3.6 on arch linux.
Ofcourse you should make sure sound output is working on the login 
screen and you may need to configure pulseaudio as written by Kyle if 
you are on arch linux.

I haven't yet tested this after updating to gnome 3.8.
