Honestly, if you want an updated version of Orca you might as well
update your entire OS to Ubuntu 12.10 or later. There really is no
quick and easy way to update Orca on Ubuntu 12.04 because you not only
need  GTK 3.6.2, but new versions of Python, you need to build various
extra Python packages Orca needs,  and you may also need some other
dependencies I'm forgetting. Basically short of someone creating a
Gnome PPA for Ubuntu 12.04 you are out of luck or going to be
recompiling most of your Gnome and Python packages from scratch
anyway.
