[orca-list] which is the best software combination for OCR + Orca

Hello all,
I wish to know which software stack is the best for doing OCR and then 
getting Orca to read the text?
Obviously this sounds off topic at first, But I wish to know what is the 
right policy of combining OCR, possibly an accessible GUI tool and the 
best OCR which can output either plain text or any word processor format.
