No, unfortunately not. There is no way for Orca to access the
accessibility framework on the remote machine therefore any and all
GUI applications will be inaccessible via ssh. Unlike Windows screen
readers that depend on a special video intercept driver to access
screen content Orca gets all of its information through the at-spi
API. If at-spi is inaccessible such as on a remote machine Orca has
absolutely no way of identifying the contents of the screen.

I do this all the time for character-based Linux using just ssh.
