At this point the only thing I can think of to do is try and manually 
install speech-dispatcher. That is go into Voxin's packages directory, 
find the correct version for Precise, and install the deb package 
manually. That may correct the problem.

Other than that if you are unable to resolve this issue yourself you 
might have to give us an IP Adress and allow someone to ssh into your 
box and eyeball the situation firsthand.  At this point its a big 
guessing game without being able to see what is what for ourselves.
