[orca-list] update on my voxin issue and a question

Hello okay herre is the latest
I downloaded the update from the website
when it asked me if I wanted to install a new language I hit n for no
it then asked me if I wanted to use orca speech dispatcher driver I hit 
y for yes
it said it would take effect at next reboot
I rebooted the system
espeak comes up
voxin doesn't come up
it is not even showing up in the list of synths
I also double checked.
spoeech dispatcher.conf
it is uncommente3d so now the question is why isn't it showing up in the 
list of synths?
