I don't think we're trying to be an Apple, it's just that, if you keep
the orca setup as it is, while all other settings-type things are in the
control center, Orca looks like a duct-taped-on cluge, rather than an
integral part of the ui.

fine, but if the main window is enabled focus is on that button and all
you have to do is press Space. If the main window is not enabled, all
you have to do is press Ctrl+Space. So in what situation is it desirable
for prefs to come up automatically?
