I think that is a logical deduction. It looks to me like what you said
is the case. Orca is reading the underscores in menus meant to
indicate which letter is the hot key. Its more an annoyance than
anything else right now.

Because in FF edit menu, Find has an underscore under the letter F
(meaning you can select it by hitting F), and Preferences has the
n underscored and that could explain why "underscore" is read out
seemingly in the middle of the word.
Select All would announce it in between because the A has the under-
score.

So it would make sense that it's trying to announce the keyboard
shortcut key right before the letter itself, but it sounds more
annoying than helpful. With PrefereNces you can't tell it's specifically
the N.
