[orca-list] Adding synthesizer setup info to the FAQ

Hey all.

Given the need to have better sounding voices, the recent discussions
and mentions of alternatives (e.g. mbrola), and people volunteering to
take on some of the wiki cleanup work.... Can some of you write up a
nice page detailing how to accomplish these things and add it to our wiki?
