Ac tually, it's rather hard to do. Pulse's documentation in this regard is deliberately scanty because the developers don't want it used systemwide regardless of how it affects users who rely on sound the way we do. Yes, setting pulse up systemwide is a workaround. Vinux used it in 3.0 3.1 and one spin of 3.2, for instance. However, you lose some Pulse Audio functionality when you do that. There used ot be a script that made the necessary edits to pulse audio's configuration files and you could rune one to go to user mode and another to go to system mode. It was in Vinux 3.2 but I can't for the life if me remember its name and I don't know if PUlse is set up similarly enough in Debian to Ubuntu for it to work the same way.

I don't need speech at the console login prompt because I have BRLTTY and a
braille display.
