Hi Robert,
Actually, Speakup is installed on Ubuntu 12, but its tricky to get
working. Primarily if you want to use it don't log into an x session or
speech using ESpeakup won't work. One way I found to resolve this issue
is to have Ubuntu boot into run level 3 so that you are booted directly
into a shell environment rather than to a x session. I believe the issue
has to do with pulse audio.
Cheers!

Hello, Al.
I do not believe that Speakup is included with ubuntu 12.04. I am
currently looking for a way to gt it installed and running.
I tried installing the speakup, espeakup, and speechd-up packages from
Ubuntu's repositories only to find an error at the end of the process.
I will leave it at that for now, as I do not want to go too far off of
the topic for this list since this is the Orca list. If I find a
reasonably straightforward way to get this up and running on Ubuntu
12.04 I will write you off-list, if that is alright? I have your
e-mail address in my address book from previous correspondence which
we have had.
I hope that you are well, and I am sorry that I do not have a complete
answer to your question.
Take care.
