Try speakup in console and not terminal.  Like this:

1.  Without logging into Gnome, Control alt f1 to get to console.  
2.  Enter username and password.
3.  Sudo apt-get install espeak espeakup
4.  Test sound:  espeak 'hello there'
5.  If you hear it talk, get a root prompt:  sudo -i
6.  Now, activate Speakup module:  modprobe speakup_soft start=1
7.  Lastly, launch Espeakup:  espeakup

Now, you can look around at what Mint has and see if any files are missing
or set your environment variables.  Ever since Linux 2.6.37, Speakup comes
built into the kernel by default unless a distribution specifically removes
it.  All you have to do from this point on when you want to launch Speakup
in a console session is to make sure gnome is not logged in which starts up
Pulse Audio and just repeat steps 5-7.

short info about mate:
i got myself the linux mint 13 mate dvd.
seems orca is missing and i wasn't able to get into the gnome-terminal. 
seems that is not available in mate.

They probably are accessible but you have to do some fancy configuring 
under the hood somewhere.  There is probably a very long arcane string 
of text to be entered into a terminal that flips a figurative switch and
gets it going.
If it is based on Gnome to any great extent it will have all sorts of 
a11y functionality built in.  You just have to find  out how to activate
it.

well linux mint comes with mate or cinamon i guess the second one is
called.
both i guess are not accessible.
i tried i guess it was cinamon which didn't work at all.
but now i am rethinking so i am not sure if it was mate or cinamon i
tried.
maybe one of those might work but i don't know.
