Some Flash content, when intentionally made so, can be quite accessible but, sadly, only on Windows.

GNASH, the GNU Flash player for free OS, is supposed to be at least as accessible as the Windows version of 
the Adobe player. I haven't talked to those people in a long time so I'm uncertain as to the progress of the 
program or its accessibility.

Like PDF, HTML and other standards, Flash requires that accessibility be added by individual authors and 
developers so the utility used to play the content needs to support the accessibility features but cannot 
make inaccessible source material accessible.
