[orca-list] Make the default to not read pages automatically in Firefox

I find that turning off the option to have Orca automatically read new 
web pages in Firefox improves the performance of Orca and Firefox quite 
a bit. I'm wondering if this should be the default setting. I opened up 
the following bug to record this request:
