I am running Ubuntu 11.10. I checked the conf file you pointed me to,
and as you suggested that line is not there.

espeak configuration file in
/etc/speech-dispatcher/modules/espeak.conf. There's an option in there
that says something to the affect of, rate, maximum in
speech-dispatcher. espeak_max_rate=390. Espeak's maximum speed is 450
words per minute, so if you want to speed it up just delete the 390
and add in 450. You can speed it up faster, but then an extra speed
library called sonic is used, and it makes espeak sound very strange.
If you are using voxin, I don't think there's a way to speed that up
beyond 100 percent without trying to use sonic with it and I have no
idea how to do that. IF you're using any other voice, pico, festival,
etc I think 100 percent is as fast as you can go. Sorry for the long
email, I'm trying to be as clear as I can. On some systems, ubuntu
11.10 and debian, the option I'm telling you about in the espeak.conf
file won't be there. I have no idea if you can write it in manually or
it will break so i haven't tried. If you're using vinux though, you
shouldn't have any problems
