I like the key echo preferences as they are, and suggest that a way be
found that lets these be toggled without having to enter the preferences
gui, change the states, and restart orca. If this is already possible,
forgive. me.

following is true:
a. Speech is disabled.
b. Only speak displayed text is enabled.
2. The checkbox in the GUI which includes locking keys as part of key
echo will be removed from the GUI.
